Can you just top up the refrigerant or regas my unit?+
Not on its own, and no reputable firm will. Refrigerant is not consumed in normal running, so a system that is low has a leak somewhere. Under F-Gas rules that leak has to be traced and repaired before the system is recharged; otherwise you are paying to put a regulated gas straight back into the atmosphere, and the charge will simply drop away again.
